The article deals with the problems of the development of state policy in the field of education and its strategic support, the change of paradigms of education and the transformation of the educational function in the education system, topical issues of changing the legal regulation of education in educational legislation. The main trends characterizing the achievements in the field of education, as well as the inertial factors that hinder its development, are determined. Methodological approaches, principles, mechanisms for the development of a purposeful educational process within the framework of extracurricular extracurricular and extracurricular work, ensuring the priority status and parity of the educational function in the system of interaction “education — upbringing — training” are substantiated. Measures to strengthen the educational potential of the education system and society as a whole are proposed.

The article provides an analytical review of the impact of human capital (i.e. creative ideas and scientific achievements) of the school of the leader of Soviet psychology of the mid-twentieth century S. L. Rubinstein on the formation and development of the Institute of Psychology of the Russian Academy of Sciences. The initiative significance of the idea of the Deputy director of the Institute of Philosophy of the USSR Academy of Sciences S. L. Rubinstein about the need to create an Institute of Psychology in the academic system and the institutional promotion of the project developed by him is shown. The personology of students and their role in its organizational implementation in the IP RAS is characterized. For the first time, the constructive contribution to the development of the IP RAS of both participants of this school and scientists of other institutions in cooperation with psychologists of the classical and modern periods of Russian human studies has been systematically summarized.

The article gives an idea of the genesis of the formation of the ideology and scientific foundations of the state family policy as an independent scientific branch in the 1990s. The author analyzes the stages of the formation of its current paradigm, the inertial factors that hindered its implementation. The author’s concept of family policy, methodological approaches to the development of its strategy, subject, principles, implementation mechanisms, and legal foundations are presented.

The article presents the actual problem of studying the career self-determination of a proactive personality. The problem of proactive career building is revealed in modern scientific domestic and foreign studies through such basic psychological concepts as potential, strategy, orientation, skills. The personal and organizational determinants of the implementation of a proactive career are analyzed. In this study, the universal characteristics of career proactivity are highlighted, and it is also shown that the system-forming property of career activity in the VUC environment is proactivity as an integral property of personality. In the paradigm of the system approach, the authors proposed a proactive career model for the VC environment, which includes three main components: value-motivational, strategic and competence. The integral nature of proactivity ensures relationship between these components of the career activity system, penetrating and filling each of them with content.

The role of education in the education system and pedagogy, the return of education to the education system at all levels is the basis of the quality of education. One of the main aspects of educational activities is work related to educational relations, as well as its methodological support. The work program of education should reflect the justification for the organization of educational work, its forms and methods, the infrastructure of the scale of the university, its expected assessment within the framework of a consistent strategy for the development of education.

The article presents pedagogical support for the formation of a high school student’s readiness for professional self-determination in the context of the career guidance minimum introduced from September 1, 2023 for educational organizations of the Russian Federation that implement educational programs of basic general and secondary general education. Three components of professional self-determination (motivation-target, content-activity, evaluative-reflexive) and pedagogical strategies for their development are identified: updating the value-semantic orientations of a high school student (motives, values, goals) in choosing a professional field, enriching the content and means of professional self-determination of a high school student, activation of the subject position of a high school student.
